The Internal Revenue Service says some taxpayers may encounter temporary access problems with ITIN online tools during the peak of the 2025 tax season. The disruptions affect digital resources that help individuals apply for or manage an Individual Taxpayer Identification Number on IRS.gov. Officials say Form W-7 processing continues despite intermittent access issues.

Temporary Disruptions Affect ITIN Online Resources During Tax Season

The Internal Revenue Service acknowledged that some taxpayers and tax professionals have experienced intermittent issues accessing certain ITIN online tools and informational pages. These resources help individuals understand how to apply for an Individual Taxpayer Identification Number, a federal tax identification number for individuals who cannot obtain a Social Security number.

Online demand rises during tax season as millions prepare a federal income tax return or confirm filing requirements. Many applicants rely on digital guidance when completing Form W-7, formally titled the Application for IRS Individual Taxpayer Identification Number, which must generally be submitted with a federal income tax return, such as Form 1040. Because the ITIN process still requires applicants to mail original documents and supporting paper materials, temporary disruptions to the IRS website can make it harder for taxpayers to confirm instructions or status updates.

Individual Taxpayer Identification Numbers Allow Certain Taxpayers to File Returns

An Individual Taxpayer Identification Number allows individuals without a Social Security number to meet federal income tax obligations in the United States. The Internal Revenue Service issues this taxpayer identification number strictly for federal tax purposes.

Many ITIN holders, including nonresident aliens or resident aliens, are required to file an income tax return in the United States. Dependents or spouses listed on a federal income tax return may also require an ITIN if they cannot obtain a number from the Social Security Administration. International students, for example, sometimes need an ITIN to report income or claim benefits allowed under a tax treaty.

Having a valid taxpayer identification number allows individuals to file a tax return and claim certain tax benefits under federal law. Eligible taxpayers may claim credits, such as the Child Tax Credit or the Credit for Other Dependents, when filing a federal income tax return.

Form W-7 Applications Require Identity Documents and Verification

Applicants seeking an ITIN must submit Form W-7 with documentation confirming identity and foreign status. The IRS typically requires original documents or certified copies issued by the originating agency.

Documents may include a passport, a civil birth certificate, a National Identification Document, or a foreign driver's license. Some taxpayers work with a Certifying Acceptance Agent through the IRS Acceptance Agent Program, so identity documents can be verified locally before W-7 submissions are sent to the Internal Revenue Service ITIN Operation Service Center.

Taxpayers may also visit a Taxpayer Assistance Center for in-person assistance with documentation. In some situations, applicants must include an ITIN support letter, especially when claiming eligibility under a tax treaty or an academic program.

High Filing Season Traffic Places Pressure on IRS Digital Systems

During tax season, millions of individuals visit IRS.gov to review filing guidance or prepare a federal income tax return. The surge in traffic increases demand on IRS digital systems, including informational tools used by tax professionals and applicants.

Because ITIN requests often accompany a tax return, demand for ITIN information rises at the same time. Temporary system load can occasionally interrupt access to online tools even while applications continue to be processed at the ITIN Operation unit and overseen by the ITIN Policy Section.

Officials say applicants should rely on standard processing timelines rather than assume delays are caused by temporary outages.

Support Options Remain Available for Affected Taxpayers

Taxpayers who cannot access online tools may still receive help through other IRS programs. The Taxpayer Advocate Service and Low Income Taxpayer Clinics assist eligible individuals facing tax filing difficulties.

Some applicants may also interact with the IRS when resolving issues involving a dummy ITIN, replacing an identification number, or coordinating records linked to an Employer Identification Number for business filings. Although the ITIN program does not yet use a full electronic application process, taxpayers may still secure their accounts through measures such as an Identity Protection PIN.
