As the 2025 filing season approaches, the Internal Revenue Service is continuing its shift toward digital communication by expanding IRS paperless notices and paperless processing tools tied to taxpayer accounts. The changes are part of broader modernization efforts funded in part through the Inflation Reduction Act, with the agency aiming to reduce delays and improve taxpayer services by moving more tax forms, notices, and records into secure digital systems.

Agency Accelerates Paperless Processing Across Taxpayer Accounts

For decades, the tax system has relied heavily on physical mail to deliver notices related to tax returns, tax refunds, identity verification, or tax collection matters. During prior filing seasons—including the 2024 tax filing season—millions of letters were printed and mailed from the Internal Revenue Service building in Washington, creating substantial notice volume for both taxpayers and agency staff.

The agency says paper correspondence slows response times because documents must be opened, sorted, and scanned before employees can act on them. The Paperless Processing Initiative aims to reduce that bottleneck by digitizing both tax forms and non-tax forms soon after they arrive.

Using scanning technology and digital processing systems, the IRS can convert paper submissions—including Form 1040-series returns, amended returns, and employment tax forms such as Forms 941 and 940—into digital records that employees can review electronically. Officials say this digitization effort is intended to improve taxpayer service and reduce processing backlogs.

Online Accounts Become Central to Viewing Notices and Records

The IRS Online Account has become a central platform for viewing digital notices and managing tax information. Taxpayers can log in to review balances, payment history, tax records, and some digital notices associated with their Form 1040 tax return or other filings.

Digital access also allows taxpayers and tax professionals to respond faster to certain requests for documentation or proof of eligibility tied to key credits. The agency says digital response options and online responses can speed up communication during Filing Season 2025, particularly when notices require clarification or identity verification.

Some Notices Still Arrive by Mail

Despite the expansion of paperless processing, not every notice will appear online. Certain communications—such as notices connected to legal disputes or identity verification—may still be mailed.

For example, Notice 5071C is issued when the IRS needs taxpayers to confirm their identity before processing a return. In those cases, taxpayers may receive instructions on how to respond online or by traditional methods.

The IRS advises taxpayers to check both their mailbox and their online account, since the transition to digital delivery is gradual and some letters must still be sent by mail.

Modernization Efforts Expand Digital Services

Officials say the shift toward paperless notices is tied to broader modernization efforts aimed at creating a “digital first agency.” IRS Commissioner Danny Werfel has said the agency is investing in technology to improve taxpayer services and reduce delays caused by paper handling.

Funding from the Inflation Reduction Act has supported upgrades to IRS technology, including scanning, pattern recognition tools, and AI-driven standardization models to process documents more efficiently.

The modernization plan also aligns with initiatives such as the Treasury Department’s Simple Notice Initiative, which seeks to simplify letters sent to taxpayers and improve the user experience through clearer formatting, visual headers, and QR codes that direct taxpayers to online resources.

Policy Changes Support Digital Transformation

Treasury Secretary Janet Yellen has emphasized that modernizing IRS technology is necessary to strengthen taxpayer service and improve compliance across the tax system. Officials say the modernization strategy focuses on expanding digital records, improving cybersecurity review systems, and increasing the use of digital processing for both tax and administrative documents.

These improvements also complement broader federal initiatives, including GSA's OneGov strategy and policies to improve electronic government services. Some of these changes were outlined in agency planning documents released in Aug. 2023.

The modernization program also supports improved communication with taxpayers dealing with disaster loans, Social Security reporting issues, or tax deferment requests that require timely documentation.

Security and Identity Verification Remain Central

As digital systems expand, the agency has emphasized identity verification and cybersecurity protections. Access to an IRS online account requires authentication designed to protect taxpayer data and prevent tax fraud or tax evasion schemes.

Verification steps may include confirming identity through secure systems before accessing digital notices or submitting online responses. These safeguards help address identity theft issues that can arise during tax return processing.

The IRS also encourages taxpayers to verify communications before responding. Suspicious messages claiming to be from the agency should be checked through official IRS resources, including tools such as Where’s My Refund, which allows taxpayers to monitor the status of tax refunds tied to their Form 1040 return.

Digital Tools May Reduce Notice Volume

Officials say digital communication could eventually reduce notice volume by enabling taxpayers to respond more quickly and resolve issues earlier. Improved online response systems may help taxpayers correct errors on their tax returns, submit documentation for key credits, or clarify information for amended return filings.

Taxpayer Assistance Centers and the Taxpayer Advocate Service may also benefit from faster document processing, since digital records can be reviewed more quickly than paper files.

The National Taxpayer Advocate has previously noted that faster communication tools can improve taxpayer rights protections by giving taxpayers more time to respond to notices or disputes.

Preparing for Filing Season 2025

As Filing Season 2025 approaches, the agency is encouraging taxpayers to create or update their IRS Online Account to review digital records and manage communications.

Using digital tools can help taxpayers track tax refunds, respond to notices, and verify identity more quickly. Many tax professionals recommend checking account settings and reviewing prior filings—including Form 1040 or other Form 1040 series documents—before submitting a tax return.

Officials say the goal of the digitization effort is not to eliminate paper overnight, but to create a more efficient system in which taxpayers can manage communications electronically while still receiving mailed notices when legally required.
