Millions of taxpayers may receive IRS Letter 5071C during the tax filing season when automated fraud filters flag a tax return for identity verification. The notice helps prevent identity theft, tax fraud, and fraudulent tax returns before refunds are issued. Until the identity verification process is completed, refund processing pauses.

Fraud Detection Systems Flag Returns for Identity Verification

Each tax return filed during the filing season passes through a federal fraud detection system that checks for inconsistencies. The system compares details such as a taxpayer’s Social Security number, tax identification number, or individual taxpayer identification number with Social Security records and earlier filings.

During the 2025 filing season, the Taxpayer Protection Program flagged about 2.3 million returns for identity verification review, according to the Taxpayer Advocate Service. When the system detects potential tax-related identity theft, it may issue IRS notices, such as Letters 5071C, 5747C, or 5447C. These letters belong to the CP5071 series notice group and require taxpayers to confirm their identity before processing continues.

Filing Differences Often Trigger Verification Requests

Several inconsistencies can trigger identity verification. A mismatch between the Social Security number and Social Security Administration records is one common cause. Income differences between the return and employer documents, such as Form W-2 wages, Form 1099 income, or other supporting forms, may also trigger review.

Changes in filing status, dependents, or the refund amount compared with prior filings can raise flags. Self-employment income reported on Form 1040, Schedule C, or Schedule F may also be subject to additional scrutiny.

Letter 5071C Requests Identity Confirmation Before Processing

Letter 5071C informs the taxpayer that a Form 1040 or related tax return was filed using their Social Security number or taxpayer identification number, and that confirmation is required. The notice does not accuse the taxpayer of wrongdoing but signals that additional identity verification is required before processing can continue.

Refund Processing May Take Weeks After Verification

After identity verification is completed, refunds may still take time. The agency says it can take up to nine weeks for the return to be processed and the refund issued.

During this period, the Where’s My Refund online tool may still show the return as pending while the verification system confirms the filing belongs to the correct taxpayer.

Taxpayers Can Verify Identity Online, by Phone, or In Person

Recipients of a 5071C letter should follow the instructions in the notice. Several options are available to complete the secure IRS Identity Verification process.

Online Verification System Allows Faster Response

Many taxpayers can complete ID verification through the Identity and Tax Return Verification Service on the IRS website. The online identity verification process requires signing in to an online account using ID.me.

The verification system may request information from the return and documents such as Form W-2, Form 1099, a tax transcript, or other supporting forms. Some notices include a QR code linking directly to the verification page.

Phone or In-Person Verification Options Remain Available

Taxpayers who cannot use the online tool may call the Taxpayer Protection Program phone line listed in the notice. In some cases, individuals may be asked to verify their identity at a Taxpayer Assistance Center.

If the taxpayer did not file the return mentioned in the notice, the situation may involve tax-related identity theft. Victims may need to submit an Identity Theft Affidavit using Form 14039.

Identity Protection PIN Helps Prevent Fraudulent Filings

Taxpayers concerned about identity theft can enroll in the IP PIN program. Identity Protection PINs are 6-digit codes that must be included when filing a tax return.
