Kentucky Notice of License Suspension or Revocation Checklist
A notice from the state Department of Revenue informing you that your professional or occupational license may be suspended or revoked due to unpaid state tax debt is a serious enforcement action. What This Notice Means

Why the State Sent This Notice
According to KRS 131.1817, you are classified as a delinquent taxpayer if you have an overdue state tax liability not covered by a current installment payment agreement, for which all protest and appeal rights have expired, and about which the department has contacted you. You may also be classified as a delinquent taxpayer if you have not filed a required tax return within ninety days following the due date and were contacted by the department about the delinquent return.
The department sends this notice after prior collection efforts have not resulted in payment or resolution. Using tax debt records, the state cross-references them with professional license databases maintained by various Kentucky licensing boards to identify individuals and businesses that hold active licenses.
What Happens If You Ignore This Notice
Once a professional or occupational license is suspended or revoked, you may not be able to legally practice your profession, operate your business, or hold the credential in question in Kentucky. The state does not reinstate a suspended or revoked license until the underlying tax debt is resolved or a satisfactory payment arrangement is established and honored.
Beyond license action, continued non-response to state tax enforcement results in additional collection actions, such as wage garnishment, bank levies, or liens against property. These additional enforcement measures depend on the type and amount of the debt and your circumstances.
What This Notice Does Not Mean
The notice does not indicate that you have committed fraud or a crime, though unpaid taxes are a civil matter that the state is addressing through administrative enforcement. Important Legal Changes Effective June 27, 2025
Kentucky law changed significantly regarding license suspension for tax debt. As of June 27, 2025, the Kentucky Department of Revenue no longer has the authority to suspend or revoke driver’s licenses for unpaid state taxes.
This change was enacted through Kentucky Senate Bill SB43, which amended KRS 131.1817 and KRS 186.570. The state retains authority to revoke professional and occupational licenses, deny motor vehicle registration, and submit attorney names to the Kentucky Supreme Court for appropriate action.
Checklist: What to Do After Receiving This Notice
Step 1: Verify the Notice Is Legitimate
Confirm the notice came from an official Kentucky Department of Revenue address. If you are unsure whether the notice is real, call the Division of Collections at 502-564-4921 and ask if they issued a notice in your name or business.
Step 2: Identify the Deadline and Understand Your Timeline
The law requires that the Kentucky Department of Revenue notify you by certified mail at least twenty days before submitting your name to the licensing agency. Missing this deadline means the state will proceed with suspension or revocation without further notice.
Step 3: Gather All Related Tax Documents and Notices
Collect any prior bills, demand letters, tax notices, or correspondence from the department that relate to the tax year or debt mentioned in the suspension notice. Organize these documents by date so you can see the timeline of the debt and any prior communication from the state.
Step 4: Determine Whether You Dispute the Debt
Decide whether you believe you actually owe the tax debt or whether you believe there is an error in the amount, the tax type, or the assessment itself. If you plan to dispute the debt, you will need to understand Kentucky’s process for doing so.
Step 5: Contact the Kentucky Department of Revenue Immediately
Reach out to the Division of Collections using the contact information in the notice or call 502-564-4921. Have your notice and tax documents available when you call.
Step 6: Understand How Payment Plans Affect Delinquent Taxpayer Status
Under KRS 131.1817, a taxpayer with an overdue state tax liability that is covered by a current installment payment agreement is not classified as a delinquent taxpayer. This means entering into and maintaining a compliant payment plan removes you from delinquent taxpayer status by operation of law.
Ask the Division of Collections representative about payment plan options if you cannot pay the full amount by the deadline. Confirm in writing that entering into a plan will prevent the license suspension process.
Step 7: Request Written Confirmation of Any Agreement
If you and the Division of Collections reach an agreement, ask for written confirmation of that agreement. Written confirmation is essential because it provides proof that you have taken action to resolve the debt and that the state has agreed to a specific resolution path.
Step 8: Follow Through on Any Commitment Made
If you agreed to make payments, make those payments on time and in the amount agreed. Not following through on an agreement results in immediate classification as a delinquent taxpayer and continuation of the license suspension or revocation process.
Monitor your mail and email for follow-up notices from the Division of Collections, as they may send additional notices, requests for documentation, or confirmation of actions taken. Keep copies of all correspondence and document every phone call with the state, including the date, time, and name of the person you spoke with.
