Use of the IRS Document Upload Tool is rising during the 2025 tax filing season as individual taxpayers and tax professionals increasingly submit ITIN documentation through secure digital channels. The shift reflects the agency’s push toward digital service tools that reduce reliance on mail delivery and help the IRS process requested documentation tied to tax returns more efficiently.

IRS materials describing the system say the IRS Document Upload Tool has processed more than 1.6 million submissions. Upload activity accelerated in recent years as tax pros and Federal Tax Return Preparers began relying more on digital correspondence instead of certified mail to send requested tax records.

The tool accepts standard formats such as PDF, JPG, and PNG through a web browser. Upon submitting files, users receive a confirmation, which enhances their response time to IRS inquiries or collection notices.

Upload Platform Uses Access Codes and Secure Routing

Taxpayers generally access the platform by entering details from the notice or letter they received. The upload page often requires an access code or other identifying information that helps route documents to the correct case.

Some CP series notices—such as Notice CP14, Notice CP161, Notice CP501, Notice CP503, or Notice CP504—may include instructions directing taxpayers to upload supporting documents. Certain notices also include a QR code linking directly to the secure page.

The Documentation Upload Tool uses a simplified user interface that guides users through the process using a drop-down menu to select document types. IRS officials say the design improves the user experience and ensures uploaded materials are correctly matched to the taxpayer’s file.

ITIN Applications Continue to Depend on Form W-7

An Individual Taxpayer Identification Number is issued to individuals who must file tax returns but are not eligible for a Social Security number. The number allows taxpayers to meet federal tax obligations even if they cannot obtain a Social Security number.

Applicants usually submit Form W-7 alongside a federal tax return. The Individual Taxpayer Identification process often applies to immigrant taxpayers, nonresident aliens, and family members who must appear on tax returns to determine eligibility for certain credits.

Dependents and spouses may need an ITIN when households claim credits such as the Child Tax Credit or Premium Tax Credit. However, the Earned Income Tax Credit requires a valid Social Security number, so ITIN holders are not eligible.

Certain Filers and Withholding Agents Frequently Use ITINs

Nonresident professionals and performers may also require ITINs. For example, a nonresident alien artist working in the United States may obtain an ITIN when entering into withholding agreements with withholding agents under a Central Withholding Agreement.

Other taxpayers include family members listed on tax returns who are not eligible for a Social Security number. In these cases, the Individual Taxpayer Identification Number allows the IRS to track tax records and properly process the return.

Tax professionals note that ITIN renewals often occur during filing season, particularly when households prepare returns involving multiple eligible family members.

Mailing Identity Documents Has Long Slowed Processing

For years, ITIN applicants often mailed passports or other identification documents to the IRS with Form W-7. While the agency returns those documents, the process creates delays tied to mail delivery and internal intake procedures.

Digital submissions through the IRS Document Upload Tool allow taxpayers to respond quickly when the agency requests additional documentation. Instead of sending documents through certified mail, applicants can upload digital copies tied to their case.

Even though the agency still reviews applications in standard order, officials say removing shipping delays can shorten the front end of the process.

Digital Tools Aim to Improve Tax-Processing Efficiency

The agency’s growing use of cloud technology and secure digital communications reflects broader modernization efforts. Online correspondence tools allow the IRS to match documents with cases more quickly than traditional paper workflows.

Other IRS tax tools—such as online account services, refund status tracking, Free File, and the Authorized e-file provider network—also reflect the agency’s push toward digital interaction.

Volunteer Income Tax Assistance programs and tax firm website portals similarly encourage taxpayers to submit documents electronically when possible.

Certain Taxpayers Face Higher ITIN Documentation Demands

ITIN requirements frequently affect immigrant households where one or more family members cannot obtain a Social Security number but must still appear on tax returns.

Nonresident taxpayers filing Form 1040-NR and immigrant families filing Form 1040 are among the most common applicants. In many cases, eligible family members must obtain an ITIN before the return can be processed.

Tax professionals warn that filing with an expired ITIN can delay the status of a refund or trigger additional IRS correspondence requesting updated documentation.

Processing Timeline Remains Seven to Eleven Weeks

Even with digital submission options, the IRS says the typical timeline for ITIN processing remains unchanged. Taxpayers are advised to allow about 7 weeks for the issuance of an ITIN assignment notice.

Processing can take nine to eleven weeks during peak filing season or when applications originate outside the United States. Uploading requested documents digitally can still save several days spent on mail delivery and intake processing.

Responding promptly to a notice or letter and providing clear digital copies of documents can help avoid additional delays.
