The Internal Revenue Service will launch a broader IRS digital notice delivery pilot in early 2026, allowing more taxpayers to receive certain IRS notices electronically through their IRS Online Account. The effort is part of the agency’s shift toward digital communications, designed to help taxpayers review tax records and account information more quickly through secure online services.

Digital Notices Aim to Reduce Paper Mail Delays

For many taxpayers, the first contact from the Internal Revenue Service still comes by mail in the form of IRS notices. These letters often relate to a tax return, refund status update, payment plan request, or other questions tied to a specific tax year.

Under the pilot expected in the first quarter of 2026, eligible individuals will be able to sign in to their online account tool and review digital copies of certain notices. Access through the IRS Online Account may allow taxpayers to respond more quickly when the agency requests clarification or additional taxpayer documentation.

Some notices may address adjustments to the adjusted gross income reported on Form 1040 or questions about an amended return filed using Form 1040-X. Others may refer to reporting documents submitted with a tax return, including Forms W-2, 1098, 1095-A, or Schedule K-1.

Online Account Tools Give Access to Tax Records

The IRS Online Account allows taxpayers to review tax account transcripts, account statements, and statements associated with their Social Security Number or Individual Taxpayer Identification Number. After signing in, individuals can check payment history, confirm a payoff amount, and see whether payment plan options are active.

Payments may be made through IRS Direct Pay or the Electronic Federal Tax Payment System, including ACH credit transfers. These online services help taxpayers manage income taxes owed and monitor account status without waiting for mailed notices.

Digital Copies Help Track Income Documents

Digital access also helps taxpayers and tax professionals review the forms associated with their filings. IRS notices may arise when information reported to the Internal Revenue Service by employers, banks, or payment platforms does not match the details reported on a taxpayer’s tax return.

Income verification often relies on information returns, such as Forms W-2, 1099-INT, 1099-DIV, and 1099-NEC. The agency may also review records like Form 1099-K or Form 1099-G when comparing third-party reporting with tax records.

Identity Verification Protects Online Accounts

Access to the IRS Online Account requires identity verification through a third-party identity authentication provider that meets federal security requirements. Taxpayers typically sign in using multifactor authentication, which may involve verification through a mobile phone or identification using a U.S. driver's license.

Verification Codes Confirm Taxpayer Identity

During the login process, taxpayers may receive a time-limited unique access code or a 10-digit alphanumeric code before viewing account information. In certain situations, identity verification may also involve a secure video call.

The system also includes tools such as the Interactive Tax Assistant, Income Verification Service, Document Upload Tool, and Documentation Upload Tool to submit taxpayer documentation. Taxpayers may store an email address to receive alerts when additional notices or series notices appear in their account.

Digital Services Improve Access for Taxpayers and Businesses

The purpose of digital notice delivery is to enhance interactions with taxpayers and streamline communication during IRS notice responses. Tax professionals may review account information on behalf of clients after submitting authorization forms, such as a power of attorney or a tax information authorization.

Businesses may also use online services on the Business Tax Account platform to file Forms 1120, 1065, 941, and 2290. Tax-exempt organizations and Indian tribal governments can review account status and filings through these systems.

Even with digital delivery, the agency says some suitable notices must still be sent through traditional mail or private delivery services. The Taxpayer Bill of Rights protects taxpayers, and they can reach out to customer service with inquiries about IRS notices.
